Buying firearms online can offer better selection and pricing, but all guns must be shipped to a licensed dealer for transfer. Here's how FFL transfers work in California.

What is an FFL Transfer?

An FFL (Federal Firearms License) transfer is the process of receiving a firearm through a licensed dealer. Since firearms cannot be shipped directly to individuals, the dealer serves as the intermediary to conduct required background checks and ensure legal compliance.

Step-by-Step Process

1. Choose Your Receiving Dealer

Before purchasing online, contact a local FFL dealer to:

  • Confirm they accept transfers
  • Get their FFL number and contact information
  • Confirm transfer fees (typically $25-75 in California)
  • Verify the firearm is California-legal

2. Purchase the Firearm

Buy from an online retailer, out-of-state dealer, or private party in another state. Provide your receiving dealer's FFL information for shipping.

3. Seller Ships to Dealer

The firearm must be shipped to the dealer's licensed address. Long guns can ship via common carrier; handguns typically require overnight service.

4. Complete the Transfer

Once the firearm arrives:

  • Dealer notifies you
  • Bring required documents (FSC, ID, proof of residency)
  • Complete ATF Form 4473 and DROS
  • Pay transfer fee and DROS fee
  • Begin 10-day waiting period

5. Pick Up After Waiting Period

Return after 10 days with ID to pick up your firearm.

Important California Considerations

  • California Roster: Out-of-state handguns must be on the roster unless exempt
  • Assault Weapon Rules: Rifles must be California-compliant
  • Magazine Capacity: 10+ round magazines cannot be transferred
  • Private Party: Even in-state private sales require dealer transfer
